UC COVID-19 Class Registration Cancellation

UC Davis students who fail to comply with the UC COVID-19 Vaccination Policy will have their class registration cancelled for the fall quarter on September 20, 2021. Once class registration is cancelled for a student, the student will be dropped from their classes and waitlisted students will be moved into the available seats. If a student’s class registration is cancelled, all tuition and fees for the fall quarter will be removed from the student’s account.

Our office sent notices to non-compliant students on September 7th and September 9th, informing students of their non-compliance and that failure to comply by the September 8th deadline may result in class registration cancellation. Prior to these notices, the University sent multiple messages, by email and text message, to students informing them of the COVID-19 vaccination requirement and the compliance deadline of September 8, 2021. A list of these communications is provided below.

Students who received the September 9th notice are considered non-compliant. Students may appeal this determination as outlined in the September 9th notice. Appeals must be submitted no later than 5 p.m. on September 15, 2021. We highly recommend that students take an action to comply with the policy prior to submitting an appeal. Detailed instructions are provided below regarding the actions students may take to comply with the policy. Please find the applicable group and complete the steps.

After students submit their appeals, it will be reviewed and our office will provide a decision by September 17, 2021. We will either grant or deny the appeal. There is no further right to appeal once students receive their decision. 

Actions Students May Take to Comply with the UC COVID-19 Vaccination Policy

GROUP 1: Students Who Are Fully Vaccinated

GROUP 2: Students Who Are Requesting an Exception or Deferral to Comply with Policy

Submit your exception or deferral request TODAY. All exception and deferral requests will go through an evaluation and review process, and campus is reviewing requests on a rolling basis. If the exception or deferral request is approved, students will be required to follow the sequestration, testing and face covering guidance for Unvaccinated Students outlined below.

GROUP 3: Students Who Are Unvaccinated/Partially Vaccinated and Plan to Comply with Policy by Getting Fully Vaccinated

We understand that there are circumstances where students want to get vaccinated but are not able to access WHO-authorized vaccines or be fully vaccinated by September 8, 2021 due to inability to access an approved vaccine prior to your arrival in Davis. 

You must complete ALL of the steps below: 

  • As soon as possible and no later than 5 p.m. on September 15: submit the appeal form and select the option for “I am not compliant and I did not fill out the "Intent to Be Fully Vaccinated" form, but I have obtained or intend to obtain my first shot and I have or will upload this information in Health-e-Messaging by September 22, 2021.”
  • As soon as possible and no later than September 22:
    • Get vaccinated and report your vaccination information in Health-e-Messaging as soon as you receive your first shot. 
    • Please note that this date does not apply to students living in the residence halls or The Green. Those students must receive their first shot by their move-in date. 
  • For Pfizer or Moderna recipients only: You are required to report your second shot in HEM as soon as you receive it and no later than October 20.

This process for Group 3 will be tracked closely by campus, and if at any point a student fails to meet the required deadlines, the Office of the University Registrar will place a registration hold on their student account and flag them to enter the escalation process resulting in class registration cancellation. Students living in on-campus residence halls and university-managed apartments who are not compliant with policy will not be permitted to move into their residence.

In addition, while students are completing their vaccination series, they will also be required to follow campus guidance for unvaccinated students (including sequestration, testing every four days and wearing face coverings) until two weeks after their vaccination series is complete.  

Unvaccinated Student Requirements

Sequestration - students who are unvaccinated when they move into their residence in the Davis area will be required to sequester for at least seven days and have two negative COVID-19 tests. 

Face Covering and Testing Requirements - Students who are unvaccinated and receive an approved vaccine policy exception are required to get tested for COVID-19 every four days and wear face coverings indoors and outdoors in crowded spaces. Face covering guidance may change in the future, so please check the Public Health Policies and Requirements page for the most current guidance.

Students who have their class registration cancelled on September 20, 2021 and come into compliance after this date, will be able to re-register for classes. However, there is no guarantee that students will be able to register for the same classes from which they were dropped. Students who re-register after having their class registration cancelled will be assessed tuition and fees and the late registration fee. These students must make payment by the late fee payment deadline (October 5, 2021 for undergraduate students) and the final fee payment deadline (November 12, 2021 for graduate students). Payments are posted to the student account on a nightly basis. Payments must be made by 4:00 p.m. at the Cashier's Office, in Dutton Hall or via MyBill by 11:59 p.m. Failure to pay tuition and fee, the late registration fee, and any outstanding balance due will result in the student's administrative withdrawal from the university. If payment is not received by this deadline, undergraduate students will be administratively withdrawn and these students will remain financially liable for tuition and fees for the first 10 days of instruction as per the Schedule of Refunds.

Students who no longer wish to remain registered for classes for the fall quarter must complete a Cancellation/Withdrawal form. They should not use or expect the class registration cancellation process to remove them from their classes, or relinquish them from their financial responsibility and obligations for the term.
