Drop for Non Payment Information
Revised process effective Winter Quarter 2010
Students are dropped from their classes if they have not paid their current university fees and any outstanding debts* by the registration fee payment deadline. All university registration fees for that term will be removed from the student’s account. Once dropped from their classes other paid waitlisted students may be added into classes before registration is re-opened for all students. There will be no guarantee that a dropped student will be able to enroll in the same course(s) that were dropped due to non-payment of fees.
All students may not register or change their enrollment during a one & one-half day registration freeze which occurs after the registration fee payment deadline. Once this registration freeze is lifted, all eligible students may access SISWeb to enroll or change course enrollments. Students who are dropped for non-payment of fees remain eligible to enroll in classes for that quarter. If a student dropped for non-payment of fees decides to re-enroll in classes after the registration freeze, regular university fees will be assessed to the student’s account along with a non-refundable late registration fee.
A Cancellation/Withdrawal Form will be required should the student decide he/she can not continue attendance at UC Davis for that term. This form is required even if the student has not yet paid their fees. If the student does not submit the Cancellation/Withdrawal Form and has not paid their fees by the 10th day of instruction, the student will be administratively withdrawn and fees for the first 10 days of instruction will not be refunded. For students who have not paid their fees but have submitted a Cancellation/Withdrawal Form, the number of days charged will be determined by the date the Office of the University Registrar received the Cancellation/Withdrawal Form. Fees charged are determined by using the same University Refund Schedule which is applied to withdrawn students who paid their fees by the registration fee deadline.
* Outstanding debts required for full payment are determined by the amount owed at the time the student’s university registration fees are assessed to their account. The outstanding debt could be bookstore charges, library fines and other campus charges; they will not include current term campus housing charges. Should a student dropped for non-payment decide to re-enroll at UC Davis, their fees will be assessed upon registration in one course. This means that their total amount due may be more or less than they owed prior to the drop for non-payment and this new amount will be due by the 10th day of instruction in order to remain an active UC Davis student.

Overview
Students must pay their fees and all outstanding debt from previous quarters by the quarterly fee payment deadline which is about five business days before the first day of instruction. For students who do not pay fees by the fee payment, UC Davis is revising the date and rules by which students will be dropped from courses for non-payment of fees. The revised timeline will include dropping students immediately after the registration fee payment deadline. In the past, students who had not paid their fees were dropped from courses after the 10th day of instruction.
When will this new process be implemented?
The revised schedule and rules are effective fall quarter 2009.
Has the deadline to pay fees without a late registration fee (e.g., fee payment deadline) changed?
No, the date has not changed. It remains about five business days before the first day of instruction for a term.
What happens when a student doesn’t pay fees by the registration fee payment deadline?
Students who do not pay their fees and all outstanding debt from previous terms by this date will be dropped from their courses the day after the fee payment deadline through this revised Drop for Non-Payment (DNP) process. In past terms, this course drop process took effect after the 10th day of instruction.
How does a student avoid the DNP process and keep classes they successfully added during Pass 1 and Pass 2?
Students must pay their fees by the registration fee payment deadline.
What if students don’t have the money to pay their fees by the last day to pay fees without a late fee?
UC Davis is dedicated to helping students with fee payment challenges and has identified several options for students needing financial assistance.
Registration Fee Deferred Payment Plan (RFDPP)—This plan enables students to pay their fees over a quarter. Students must apply for the plan by the fee payment deadline and, for a small fee, can then pay fees on a monthly payment plan set up quarterly or annually. Students can sign up online using SISWeb (http://sisweb.ucdavis.edu).
Emergency Loan Program—The Financial Aid Office offers an emergency short-term loan program (http://financialaid.ucdavis.edu/undergraduate/types/STL.html) for students who have an emergency that affects their ability to pay fees. Financial Aid Office advisors are available to meet with students to find financial options that help them accomplish their education goals.
The campus understands that situations change quickly, and we strive to provide a service to students in challenging financial situations. It is critical that students contact appropriate UC Davis service units as early as possible, since options are generally available before deadlines
Why is it necessary to change when the DNP occurs?
Primary reasons:
- Enforce the existing registration fee payment deadline
- Provide seat availability and maximize course enrollments prior to the start of instruction for students that follow and meet fee payment deadlines
Previously, students who did not pay fees by the registration fee payment deadline were able to hold seats in classes until the 10th day of classes at which time they were dropped due to non-payment of fees if payment was not received. Under this new process, a student who paid fees on-time may have the ability to add a desired course before instruction begins, either through the wait list or adding into an open CRN during the Schedule Adjustment enrollment period.
How will a student register for classes after they are dropped via the DNP process?
If the student was able to register during Pass 1 or Pass 2 registration periods, the student will be able to re-enroll, using SISWeb, as soon as the Registration Freeze is lifted. However, there is no guarantee that the same courses will be available for students dropped via the DNP process. The only way to ensure that a student retains classes from Pass 1 or Pass 2 registration is to pay fees by the registration fee payment deadline. Also, any student who chooses to re-enroll or enroll for the first time after the Registration Freeze will incur a late registration fee.
How much is the late registration fee?
The late registration fee is $110 effective fall quarter 2009. This late fee is assessed on only those students who:
- Register for the first time after the fee payment deadline
- Re-register for classes after being dropped for non-payment of fee
Why is the late registration fee being considered for an increase? What is the proposed increase?
The late registration fee has been $50 for more than 25 years. The purpose of the late fee is to motivate students to meet university fee payment deadlines and help offset additional administrative costs associated with late payment of fees.
The late registration fee is $110 effective fall quarter 2009. This amount parallels the amount paid by students in previous quarters that were dropped for non-payment of fees and wished to re-enroll – the $50 late fee plus a $60 current term readmission fee.
What is the Registration Freeze?
The Registration Freeze is a period of one & one-half business days following the registration fee payment deadline during which no student—undergraduate, graduate or professional—can register. This is a period to ensure that timely payments are applied to student accounts, and provide an opportunity to clear registrations and enroll students from the wait list (will occur the night of the 2nd registration freeze day). Students during this two day window will be able to login to SISWeb and perform all available functions except to add or drop classes. Once the Registration Freeze period is completed, SISWeb registration will be available for the Schedule Adjustment registration period according to the Class Schedule and Registration Guide (http://registrar.ucdavis.edu/csrg), and all eligible students, including those that were dropped for non-payment, will be able to register for classes as normal.
Students dropped for non-payment of fees that choose to re-enroll after the Registration Freeze will incur a late registration fee and are not guaranteed that the same course(s) will be available. The only way to ensure that a student retains classes added during Pass 1 or Pass 2 registration is to pay fees by the fee payment deadline.
What are the financial consequences for a DNP student to re-enroll, or for a student choosing to enroll for the first time after the fee payment deadline?
Students in both of these situations will have a non-refundable late registration fee—$110—added to their student account along with the usual university fees. The student must pay all registration fees, including the late fee, by the 10th day of instruction.
What if a student who re-enrolls after being dropped for non-payment, or enrolls for the first time after the fee payment deadline now wants to cancel or withdraw from the university?
If a student enrolling after the fee payment deadline no longer wishes to be enrolled at UC Davis, he or she must complete a Cancellation/Withdrawal Petition and submit the form to the Office of the University Registrar (see the Cancellation/Withdrawal information in the CSRG at http://registrar.ucdavis.edu/csrg. This should be performed as soon as possible because students will be charged according to the same Schedule of Refunds which is applied to paying students (http://registrar.ucdavis.edu/csrg/refunds.html).
If a student does not complete the Cancellation/Withdraw Petition and has not paid fees by the 10th day of instruction, he or she will be administratively dropped and charged for 10 days of instruction based on the campus Schedule of Refunds (http://registrar.ucdavis.edu/csrg/refunds.html).
How will students be informed about this change?
The Office of the University Registrar will work with all appropriate campus departments and offices to advise them of this new change for fall 2009 so information can be shared with students, staff, and advisors.
The Office of the University Registrar will be sending informational materials via e-mail and regular postal mail to alert students for fall 2009 during the registration period. Information will be placed in certain departments and strategic locations on campus that includes, but not limited to, running several ads in The California Aggie, distributing information during Orientation for new students and using display boards in Student Housing and the Memorial Union.
